Swell Policy Studio was created by Carly and Toby Goodsell - both practicing NDIS-registered Behaviour Support Practitioners and Directors of Swell Support Services, an NDIS registered Behaviour Support Provider.
Before moving into the disability sector, Carly worked as a solicitor - bringing legal training and experience in compliance, documentation, and policy development to every template.
When registering their own practice, Carly and Toby developed every document themselves - from core policies to restrictive practices procedures - ensuring each one was aligned with the NDIS Practice Standards, tailored to their business, and genuinely useful in real-world settings.
After passing their audit with zero non-conformities, the feedback was clear: their documentation was exceptional and worth sharing with others in the sector. That encouragement became the seed for Swell Policy Studio – a space where providers can access audit-ready, practitioner-informed documentation… without the overwhelm.

The Core Module (Behaviour Support) is tailored for NDIS-registered Behaviour Support Practitioners. It incorporates sector-specific language, examples, and workflows relevant to developing, implementing, and reviewing Behaviour Support Plans.
The Core Module (Support Coordination) is purpose-built for Support Coordination and Specialist Support Coordination providers. It includes processes, responsibilities, and examples specific to coordination of supports, stakeholder engagement, and complex case management — areas not covered in the General or Behaviour Support versions.
Each pack is designed to be comprehensive and audit-ready, with documents tailored to your selected Core version (General, Behaviour Support, or Support Coordination). However, some generic policies — like medication management, mealtime support, or financial processes — are included across all packs.
These ensure you’re covered if your service model expands or if you're supporting participants who require these safeguards. If a document doesn’t apply to your current services, you can simply remove it, mark it as not applicable, or note this in your policies to show the auditor it’s been considered.
